Napier had a career-year with Portland in 2017-18. He averaged 8.7 points and 2.3 rebounds in 72 games while knocking down 37.6 percent of his 3-point attempts.
The Blazers made Napier an unrestricted free agent when they declined to extend him a qualifying offer in late June.
Napier began his career with the Heat and played one season with the Magic before he was traded to Portland in July 2016.
The Nets finished 2017-18 with a 28-54 record and missed the playoffs for a third straight season. The team traded point guard Jeremy Lin to the Hawks earlier this week.
